Crownmark Loans, a small-business funding broker in Salisbury, North Carolina, explains the records a business sets up before its first North Carolina hire: a state withholding account, an unemployment insurance employer account and a working payroll process. The guide lists where registration starts, what to ask your accountant, and why payroll funding partners check these accounts first.
Why this comes before any payroll funding
Rowan County counted 11,722 businesses with no paid employees in 2024 (Nonemployer Statistics 2024) and 2,908 employer establishments in 2023 (County Business Patterns 2023). The two programs differ in year and method, so the figures are not combined, but the gap shows how many owners work alone. The step from one group to the other is the first hire.
When a business asks a partner for money to cover payroll, the partner wants to see that payroll is set up properly: employer accounts open, tax deposits going out, and wages paid through a traceable process. A request to fund wages for an employee the state does not know about is hard for any partner to approve.
The accounts a first hire usually involves
| Record | Who issues it | Where to start |
|---|---|---|
| Federal employer identification number (EIN) | Internal Revenue Service | Most businesses already have one; confirm it is in the business's name |
| North Carolina withholding account | North Carolina Department of Revenue | ncdor.gov/taxes-forms/register-business (checked 2026-10-16) |
| Unemployment insurance employer account | North Carolina's unemployment insurance agency | See the marker below |
| Entity in good standing | North Carolina Secretary of State | sosnc.gov/divisions/business_registration (checked 2026-10-16) |
Step 1: confirm the business record
Start with the business itself. If it is an LLC or corporation, check that it is active with the North Carolina Secretary of State and that the name on your bank account matches the registered name exactly. Sole proprietors hiring for the first time should confirm the name they will use as employer. Mismatched names cause delays with every agency and every lender.
Step 2: open the state withholding account
The North Carolina Department of Revenue's business registration page is the starting point for state tax accounts, including withholding. Registration asks for details about the business, its owners and the expected start of wages. Keep the confirmation and account number together with your payroll records.
Step 3: the unemployment insurance account
Employers in North Carolina also deal with the state's unemployment insurance program, which has its own employer account and its own number, separate from the withholding account. Owners often confuse the two; partners reading bank statements may ask about both kinds of payments.
Step 5: a payroll process a partner can read
- Pay wages from the business account, never from a personal one
- Use a payroll service or software that produces pay stubs and tax deposit records
- Keep tax deposits on a regular schedule your accountant sets
- Save a payroll register each pay period
These habits matter later. After a few months, a partner can see payroll debits and tax deposits in the bank statements and understand exactly what the business spends on people.
Funding the first payroll
Even with accounts open, the first months of payroll often run ahead of the revenue the new hire brings in. There are three common ways to bridge that:
- A cash reserve built before hiring, covered in our post on building a business cash reserve
- A revolving credit line drawn when payroll and receipts fall out of step, explained on the line of credit page
- A one-time sum for a defined gap, explained on the working capital page
Partners judging a payroll request look at deposits before and after the hire, existing debt and the owners' credit. How a request moves walks through what happens after a Crownmark call.
Rowan County, NC owners making the jump
About 8.4% of employed Rowan County residents are self-employed, with a margin of error of 1.0 point (American Community Survey 2020-2024), and 551 of the county's employer establishments had five to nine employees in 2023, the size class just above the very smallest (County Business Patterns 2023).
Questions about which taxes apply, how much to withhold or when to file belong with a CPA or the agencies themselves. For other guides, see the guide library.
